Forty-seven years after independence, the government is going to set up three new labour appellate tribunals at Sylhet, Barisal and Rangpur divisional headquarters for speedy disposal of cases related to workers and their rights. For setting up the tribunals at the three divisional headquarters, 42 posts in 11 categories would be created by the Ministry of Labour and Employment, sources in the ministry told The Independent.
The ministry has prepared a proposal in this regard and it would be placed at the next meeting of the secretary committee on administrative improvement affairs to be held soon, the sources added.
Acting secretary of the ministry, Afroza Khan, has said in the proposal that there are currently seven labour appellate tribunals functioning in the country -- three in Dhaka, two in Chittagong, one each in Khulna and Rajshahi.
“But there are no labour appellate tribunals at other divisions like Rangpur, Sylhet, Barisal and Mymensingh. For this, the workers have no option but to go to these other divisional towns for their cases,” the proposal mentioned.
Sources said the number of cases relating to industrial workers were increasing rapidly as there were not enough labour appellate tribunals. As a result, the number of pending cases are also on the rise, they said.
Talking to The Independent, a senior official of the Ministry of Labour and Employment said the ministry can issue a gazette notification to set up the labour appellate tribunals after getting approval from the secretary committee. “We will start building the infrastructure to set up the tribunals at the three district headquarters -- Sylhet, Barisal and Rangpur -- after completing the necessary administrative task,”he said.
“Officials of the judiciary cadre would be posted at these labour appellate tribunals for conducting trials of the worker related cases,” he added. At present, the country’s labour appellate tribunals are functioning under the Bangladesh Labour Law 2006.
