What is Quality? Quality refers to a set of characteristics of a product or service that defines its ability to consistently meet or exceed customer expectation at an affordable cost, for the benefit both of the customer and the organization. As per International and Organization of Standardization (ISO), quality denotes, “Degree to which a set of inherent characteristics fulfils requirements.”

Quality is a timeless concept and effort. It has been an inherent part of human society, right from the beginning. Now it is touching everything we do in our everyday life.

Every day, we are careful about quality during buying a product or services. Even in society lot of talks are on about quality of water, air, traffic, education, and management system.

Every year some organization publish and the Quality of Life Index by analyzing various factors covering Safety and Security, Health and Wellbeing, Travel and Transportation, Leisure Options, Personal Happiness and Digital life.

The quality concept changed and developed over the years with technological changes. It has been marked as good, better, best and excellent categories.

Generally we identify quality only with manufacturing, industry and management system. Quality management is about making organizations perform for their stakeholders from improving products, services, system and processes, to make sure that the organization is efficient.

To meet the growing demands of the customers and sustain in competition, producers made a wider plan for production of quality goods. They define firstly in terms of parameters or characteristics, which vary from product to product. For example, for a mechanical or electronic product these are performance reliability, safety and appearance. For pharmaceuticals products parameters such as physical and chemical characteristics, medicinal effect, toxicity, taste and shelf life may be important. For a food product they will include taste, nutritional properties, texture, and shelf life and so on. Producers review the requirements provided by national and international standards, competitor’s product specifications and packaging design.

Quality of goods and services are not only the matters of the producers and consumers. For protection and ensure the rights of the citizen and economy sometimes state intervene on quality issues. During the presidency of Ronald Reagan in the United States, US were losing economic footing to the Japanese. Japan’s secret weapon was Quality management and the concept taught by W. Edwards Deming and Joseph Juran-two Americans.

To provide a greater awareness of the need to ensure that American goods and services are of the highest quality, Ronald Reagan designated the month of October as “National Quality Month” by proclamation NO 5249 on 4 October 1984. President urged individual workers, business managers, labor leaders, and government officials must all work to promote a standard of excellence in the public and private sectors.

Now-a-days, World Quality Day takes place ever year on the second Thursday of November in different parts of the world. The day was designed to increase worldwide awareness of the contribution that quality makes towards both organizational and national growth and prosperity.

Business across the world take part in a variety of activities such as organizing seminars, presentations, quizzes competition, television talk show and honor the professionals by giving awards, to spread the “importance of quality” messages to non quality professionals.

The demand of quality goods and services are increasing by day in our country. Side by side demand of quality professionals are also increasing in all sectors. Quality control, compliance or assurance whatever it might be the name the importance of this category of professionals is also flourishing in different areas day by day. Bangladesh exports of garments and fish are largely dependent on quality testing reports. Nuclear industry, Deoxyribonucleic (DNA) test , data security , secured bank transactions, artificial intelligence and to cope with fourth industrial revolution we need to maintain quality of services and lot of job opportunities may come from these sectors. Who is responsible for quality? To be more specific, from top management to salesman, designers, purchesing, stores and method staff, plant engineers, production planning and production staff, operators, inspection and testing laboratory staff, dispatch and so on are responsible for product and service quality. Indeed quality is everybody’s business.

To meet the demand and stay ahead of competition, many countries are now formulating National Quality Policy to provide direction and guidance to the national quality movement. Bangladesh also adopted, National Quality Policy for Goods and Services in 2015. Aim of this policy was to modernize the National Quality Infrastructure, i.e. standardization, metrology, testing, inspection, certification and accreditation as per regional and international standards.

The Technical Regulations regime of Bangladesh need to be reviewed and adjusted, including its related legislation, to meet international requirements such as World Trade Organization (WTO)—Technical Barriers to Trade(TBT)  and Sanitary and Phyto-Sanitary(SPS) agreements and international  best practices.

Bangladesh has seen tremendons growth is past few years and markets are moving towards more compliance and quality. We must work to bring desireable change in Quality of every citizens life through our effort at the national and international level. We must ensure that goods and services emanation from or traded in Bangladesh are designed, manufactued and delivered in a manner that match with the needs ,expectations and requirements of the purchasers as well as those of the regulatory authorities of home and abroad. We expect the quality professionals of the country must overcome the challenge of introducing quality culture in our society.
