Turna driver, helper, guard responsible

A probe committee formed to investigate the Brahmanbaria train accident, yesterday, submitted its report to the director-general where it held the Turna Express driver, his assistant, and the guard as responsible for the mishap. In its report, the probe body recommended administrative punishment for the three, and also suggested modernising the railway signal system. Nasir Uddin, officer of the Eastern divisional railway, and also the head of the divisional probe committee, submitted the report.

He said the Brahmanbaria train accident resulted in losses amounting to Tk. 37.20 lakh for the railways. The locomotive engine suffered losses worth Tk. 17 lakh, while two coaches suffered extensive damages, and tracks worth Tk. 20,000 were ruined,” said Nasir, while addressing a press briefing at the railway departmental transport office in Chattogram.

Five inquiry committees were formed after the accident in which sixteen people had died. The four-member committee, headed by a chief operating superintendent of the railways (East), had already completed its investigation.

The committee interrogated 17 railway staffers of different levels, including the loco masters of the Turna Nishitha and the Udayan Express.

“The investigation team talked to the loco master of Turna Nishitha. They also questioned officials across different levels

from the both trains. The maximum punishment for those found guilty will be dismissal from job, while the lightest punishment will be demotion,” Nasir said.

Earlier, Brahmanbaria deputy commissioner Hayat-ud-Dowla Khan said that the train accident occurred because the loco master of the Dhaka-bound Turna Nishitha Express from Chittagong did not obey the signal. He had said that on the day of the incident. An official of Eastern division railway, wishing not to be named, said that two signals were within 440 yards of each other at Mandbagh. Turna Nishitha was supposed to stop at the first signal. It had to change its line as Udayan Express was coming on that track. Udayan Express was entering the loop line from the main line after receiving the signal. After nine bogeys of the train had crossed over into the loop line, Turna Nishitha rammed the Udayan Express and hit the 10th bogey. He said these, quoting the probe report.

Mohammad Nazmul Islam, chief operating superintendent of the railways (East), said if a driver fails to notice any signal, it is the responsibility of the assistant locomaster to alert him.

“Besides, the guard of the train is also duty-bound to notice the signal. But in this case, we found that all three failed to obey the signal,” he said.

The guard of Turna Express, Abdur Rahman, told the probe committee that foggy weather and failure of the emergency brake had led to the fatal accident.

“When we saw the signal, we pushed the emergency brake, but it did not work. Also, it was difficult to see the signal as the track was not straight,” Nasir said quoting Abdur Rahman. “There were some stockpiles of bricks at the railway station, so they could not see the signal clearly. The foggy weather also obstructed the view,” Rahman told the committee. Sixteen people were killed and over 50 injured in the head-on collision between Chattogram-bound Udayan Express from Sylhet and Dhaka-bound Turna Nishitha from Chattogram near Mandbagh Railway Station last Tuesday.
