Bring in new contractors for healthy race: PM

Prime Minister Sheikh Hasina has asked the authorities concerned to provide opportunities to new contractors to ensure a healthy competition, as all contractors then can take part in the tender process in the government sector. The Premier said this during a meeting of the Executive Committee of the National Economic Council (ECNEC) at the auditorium of the National Economic Council (NEC) in the city yesterday (Tuesday). “The new contractors were not getting a chance to be part of the tender process due to the existing Public Procurement Regulation (PPR) Act. Only big contractors were being given preference under the PPR act,” she said.

This information was given to reporters by the planning minister, MA Mannan, after the ECNEC meeting. “We are trying to ease the existing PPR Act to give opportunity to new contractors,” he said.

The minister also said the PM advised the authorities concerned to complete all construction work in time. “The Premier has asked us to ensure quality work and repairing work instead of only constructing new roads,” he added.

Quoting the PM, the minister said so many roads have been constructed so far. “We have to think before taking up a road construction project. All the construction work has to be of world standard,” the PM was quoted as having said.

The planning minister said the Premier also advised that bridges must be constructed carefully. “We should think before constructing bridges so as not to hamper the water flow,” he added.

Mannan said the PM expressed her dissatisfaction over the Khulna-Jashore highway not being completed.

The PM asked the minister for road transport and bridges to complete the construction work as soon as possible, Manan further

said. ECNEC approved six projects involving an estimated cost of Tk. 4,447.76 crore.

The six projects are: Physical protection system (PPS) project for the Rooppur Nuclear Power Plant at Tk. 3,449.05 crore; Jashore (Rajarhat)-Moni-rampur-Keshobpur-Chuknagar regional highway development at Tk. 366.28 Crore; construction of  the391.34-metre Muhuri Bridge and the 50.12-metre Fazilaghat Bridge at Tk. 71.38 crore; road development project from Ekotabazar to BNS Sheikh Hasina at Cox’s Bazar at Tk. 361.22 crore; construction of Parjatan Bhaban at Agargaon 1st revised for Tk. 79.01 crore; and protecting either side of the Surma river in Dashgram, Mahtabpur, and Rajapur Pargana areas of Sylhet Sadar and Biswanath upazila at Tk. 120.82 crore.

BSS adds: Physical Protection System (PPS) Project for Rooppur Nuclear Power Plant has been approved with an estimated cost of Taka 3,449.05 crore in a bid to ensure security to this plant.

The planning minister said the Nuclear Security and Physical Protection System Cell and Bangladesh Army, Army Headquarters, GS Section (coordination) will implement the project by March 2023.

The main project objectives include ensuring security to the Rooppur Nuclear Power Plant through implementing the physical protection system side by side creating supporting environment for generating safe and protected nuclear power. It also aims to face the risks generating from Design Basis Threat (DBT) or outside of DBT for the Nuclear Power Plant.

The planning minister said the concerned experts from Bangladesh Army in cooperation with the experts from Russian Federation would implement the project.
