Shamim’s firm bagged Tk 2,500cr tenders

Tk 2,500cr tenders

GK Builders, owned by self-proclaimed Juba League leader GK Shamim, had in recent days bagged about 20 large government construction contracts involving more than Tk 2,500 crore, with about 50 percent of project works already complete. Sources with the Public Works Department (PWD) said, SM Golam Kibria Shamim, managing director of GK Builders, controlled the tendering process of all contracts of the government’s PWD by exerting undue influence and bribery for the past 10 years since 2009. Other parties that got PWD contracts also had to obtain his blessing first, they said.

It was almost impossible for anyone besides Shamim, arrested on Friday over numerous allegations, to bag any tender of that department. Even now, he controls all the big tenders of the government, said PWD sources.

“Shamim was getting government contracts, however he might, for the last several years,” M Shahadat Hossain, chief engineer of Public Works Department told The Independent.

When asked about the fate of the projects being implemented by GK Builders, the chief engineer said; “As the owner of the company is in custody, the matter has become somewhat complicated and the issue of tendering works implemented by GK Builders will be solved through discussion with the public works and housing minister and secretary.”

Introducing himself as the cooperatives secretary of the Juba League, the youth wing of the ruling Awami League, he was able to manage the allotment of all government contracts and anyone participating in PWD tenders would have to go by him, said sources.

On Friday, based on media reports and allegations against him about extortion and tender manipulation, the Rapid Action Battalion (RAB) personnel raided his office in Niketon of the capital city and arrested him along with seven of his bodyguards.

In that raid, they seized Tk 18 million in cash from the office along with Tk 1.65 billion FDR

documents, 9,000 US dollars, 752 Singapore dollars, a firearm and some liquor.

During the RAB drive, employees of GK Builders on Friday confirmed allegations of Shamim’s control over the Public Works Department contracts. The company’s marketing manager, Amir Hamza, said that Shamim was currently working on more than 16 government projects, involving around Tk 25 billion.

The contracts being currently executed by GK Builders are construction of Shaheed Suhrawardy Medical College & Hospital worth Tk 400 crore, National Institute of Traumatology and Orthopedic Rehabilitation worth Tk 400 crore, National Institute of Digestive Diseases Research and Hospital, Mohakhali, worth Tk 200 crore, RAB Training School, Gazipur, worth Tk 550 crore, Parbotto Chattogram Complex–Tk 300 crore, National Board of Revenue–Tk 400 crore, secretariat cabinet bhaban–Tk 150 crore, Neuroscience–Tk 100 crore, science museum–Tk 100 crore, arts faculty building of Chittagong University–Tk 75 crore, NGO foundation–k 65 crore, Ajma Centre-Tk 20 crore, Cancer Institute–Tk 20 crore, Seba College–Tk 20 crore and public Service Commission–Tk 12 crore.

Earlier, on Wednesday, RAB had picked up Dhaka South Jubo League Organising Secretary Khaled Mahmud Bhuiyan from his Gulshan residence. His illegally run casino in Fakirapool was raided on the same day. After that, GK Shamim’s name came to the forefront, said sources.
