No timely step causes spread of disease: HC

After expressing dissatisfaction over the inadequate activities in preventing dengue menace in the capital, the High Court said that if the two city corporations authorities had taken proper steps in due time, the situation would not have worsened to the present level. “The responsible persons of the two city corporations did not take preventive measures in due time. If they had taken steps in due time, the situation would not worsen so much. The responsible persons did not conduct their duties properly. They have lack of capacity as well as skills in controlling the situation,” the HC bench comprising Justice FRM Nazmul Ahasan and Justice KM Kamrul Kader came said while hearing a writ petition filed in this regard.

The HC bench also commented that the health ministry kept everything okay in black and white, but nothing was being done properly in reality. There is no lack of sincerity and willingness from the part of the government as it has allocated huge funds for every sector, but the concerned institutions were not working properly, the HC bench said.

Referring the use of insecticides by two Dhaka city authorities in preventing Dengue menace, the HC bench said, “The same chemicals are being administered year after year without conducting any test. But the insecticides are not working.”

However, the HC bench did not pass any order over the matter.

On the other hand, the sane bench of the HC urged the journalists to be more careful in making reports over court items.

The HC bench said the media is independent. They will make report after maintaining their code of conduct and policies. We will not make any comments over the matter.

But, journalists should not write any reports which would mislead the people about the court and that would hamper the image and dignity of the judiciary, the HC bench said.

The HC bench also said that it would speak with the lawyers in different issues during the hearing of the cases to get accurate information. We ask them various questions. It is up to your consideration which words you (journalist) will chose to write. “During hearing on another case we said about government officials. Some media mentioned them ‘servant’ in their reporting. This is misleading. We did not say so. We called them ‘servant of the state’,” the HC bench said.  According to the Directorate General Health Service (DGHS), a total of 53,182 dengue patients had been hospitalised since January 1 this year. Among them, 40 patients have died, according to official data.
