Mitigating woes of   
flood victims

The overall flood situation in some northern districts, including Gaibandha, Kurigram, Jamalpur, Bogura, Sirajganj and Tangail, deteriorated or remained static in the past 24 hours ending 6pm Wednesday. The situation in other parts of the country, however, started improving with the fall in water level of major rivers in those regions. Owing to torrential rain, the connection between Lalmonirhat and Dhaka through the Gaibandha–Bogura route has been suspended.

Flood is almost an annual event in our country. Deluge brings immense sufferings to thousands of people, particularly the impoverished ones, as the vulnerable houses they dwell in are washed away by the flooding. Floods play havoc with crops and vegetables, paddy seedlings and pisciculture projects. Many seedbeds made for transplantation of Aman paddy go under floodwater, inflicting financial losses to farmers. Besides, vegetables on large tracts of land go under water, pushing prices of the same up.   

As floods displace hundreds of people of low income group they are forced to take shelter at flood shelters and on embankments. Shortage of food, safe drinking water and medicines expose them to a lot of sufferings. Waterborne diseases like diarrhoea and dysentery break out at flood shelters at this time. It is the responsibility of the relevant authorities to mitigate the sufferings of the flood victims. The situation warrants adequate supply of relief materials, cash money, safe drinking water and water purifying tablets among flood victims. If needed, medical teams should also be sent to the affected areas.

The post-flood rehabilitation programme is vital. Seeds of crops and seedlings of paddy should be supplied to the flood-hit farmers on a priority   basis. If farmers get those they can make good use of them and recoup the losses to some extent. There should be also provision for house reconstruction grants or crisis grants for the affected farmers. If it is not possible, the affected ones can at least get bank loans on easy terms and conditions for rebuilding their houses.  

Bangladesh Krishi Bank (BKB) and Bangladesh Agriculture Development Corporation (BADC) should come to the aid of the flood victims. Advance preparation to face flood can mitigate the sufferings of the flood victims. The government should take measures for permanent solution of flood problem.
