The National Telecommunication Monitoring Centre (NTMC) is going to buy one more vehicle mounted data interceptor (VMDI) to provide technical support to law enforcement and intelligence agencies by monitoring social media platforms such as Facebook, Twitter and YouTube.

Such monitoring will be done in a bid to prevent cybercrimes, government sources said. To purchase the VMDI under the direct procurement method (DPM), the home ministry has prepared a proposal that would soon be placed at the meeting of the Cabinet Committee on Economic Affairs, the sources said.

After procuring the highly technical device at the NTMC, the agency will be able to monitor, collect, and record information and communication data by intercepting phone calls, emails, and social media accounts with the help of the hi-tech device, which will also help combat militancy and beef up the security of VIPs across the country, the sources added.

Earlier, the NTMC, which is responsible for the interception of electronic communication as well as for monitoring, collecting, and recording information and communication data, had purchased a VMDI.

Talking to The Independent, a senior official of the home ministry said, on condition of anonymity, that only one VMDI was not enough to quickly provide necessary data to law enforcement and intelligence agencies. “It will be easy to provide the required data by using two VMDIs,” he said. The official also said

those who intend to commit crimes using the social media would be easily identified and brought to book. The VMDI is a vehicle mounted information processing system. It is a key component of the safe command mobile solution. It improves the occupational safety and operational efficiency of fire and rescue services by providing frontline fire crews and rescue personnel with direct access to critical information pertaining to risks and other factors from ground zero.

Sources said the NTMC, which tracks mobile and fixed-line phone calls to identify and locate suspected criminals, has already purchased the ‘social media monitoring system (open source intelligence) and related services’ for identifying cyber criminals.

Social media monitoring tools require less time to process data and reveal insights from social media and Internet sources. Open source intelligence techniques support the collection and analysis of relevant and targeted information for different needs and sectors.

The NTMC also purchased the VMDI to help combat militant activities and also beef up security for the country’s important persons.

The NTMC has been functioning directly under the home ministry as per Clause 97 (Ka) of the Bangladesh Telecommunications (amended) Act, 2006. It was set up comprising members of different intelligence agencies such as the Directorate General of Forces Intelligence (DGFI), the Special Security Force (SSF), the National Security Intelligence (NSI), the Special Branch (SB) of police and the Rapid Action Battalion (RAB).
