Operators fail to maintain download speed of 4G service inside Dhaka city

None of the top three mobile operators of the country has maintained download speed of the 4G mobile service inside the Dhaka city, said a report published by the Bangladesh Telecommuni-cation Regulatory Commi-ssion (BTRC) yesterday. While the BTRC approved download speed of the 4G service is over 7 Mbps, Grameenphone, Robi and Banglalink maintain a download speed of 5.88 Mbps, 5.91 Mbps and 5.18 Mbps, respectively.

This is for the first time the telecom regulator has published the report on the Quality of Service (QoS) of the telecom operators in nine categories.  Leading mobile phone operator Grameenphone has failed to comply with three out of nine QoS benchmarks while Robi and Banglalink failed in two parameters each.

The BTRC report showed that GP failed to comply with call drop, call setup time and 4G data speed benchmarks.

The telecom regulator came up with the findings based on tests carried out during November 6 to December 8 last year at 15 zones within Dhaka city.

Under the tests, BTRC collected approximately 3,300 samples of service quality of the mobile phone operators.

GP’s call drop rate was 3.38 per cent against the BTRC set highest limit of 2 per cent, the BTRC report showed.

The QoS regulations also mentioned that a mobile network operator is supposed to establish a call within 7 seconds of initiation while call setup time through GP network was 10.14 seconds.

Along with GP, two other private mobile phone operators— Robi and Banglalink— have also failed to comply with two quality of service benchmarks including 4G speed.

Robi’s call setup time was 7.69 seconds, beyond the allowable limit of 7 seconds. Banglalink’s mean opinion score was above the BTRC’s allowable limit.

The lone state-run mobile phone operator Teletalk has failed to meet up 3G speed and call setup time.

BTRC commissioner Md Rezaul Quader said :  that lack of resources, mainly

spectrum, against the number of customers is the main reason behind the sad picture of service quality of the mobile phone operators, especially GP.

Even though GP was making huge amount of profit, the operator is very much reluctant in making fresh investments, Quader said.

“In line with the regulations, we have already served notices to all the entities which have failed to comply with the benchmarks,” said the BTRC commissioner, adding that the commission would now go for slapping fine on the operators.

Shahed Alam, Head of Corporate and Regulatory Affairs, Robi told The Independent: “We need to bear in mind that a drive test doesn't give a definitive picture of the overall state of Quality of Service (QoS). It gives an indication of a service at a specific time at a specific place. It may be noted that we conduct similar drive tests regularly to assess our QoS. Since the regulator hadn't shared the detailed data of the drive test, it is difficult for us to make a conclusion on our QoS based on their test results.”
