China and ASEAN strengthen cooperation in poverty reduction

The 12th ASEAN-China Forum on Social Development and Poverty Reduction was held in Manila, the capital of the Philippines, from June 27th to 29th. The forum was co-sponsored by China’s State Council Office of Poverty Alleviation and Development and the Phillipines’ National Anti-Poverty Commission. It was attended by more than 120 people, including government officials, experts and scholars, journalists, entrepreneurs, non-governmental organizations, and international organizations from China and 10 ASEAN countries. The attendees spoke highly of China’s achievements in poverty reduction and expressed their hope to strengthen cooperation between China and ASEAN in poverty reduction efforts.

The theme for discussion was “Enhancing Poverty Reduction.” Participants shared experiences, practices, and success stories from China and  ASEAN countries in implementing the rural revitalization strategies and promoting poverty reduction in rural areas. Focus was also given to the innovative cooperation in poverty reduction among Asian countries.

In the 40 years since reform and opening up, China has successfully lifted nearly 800 million people out of poverty and contributed more than 70 percent to the world’s poverty reduction. And during the 18th CPC National Congress, China proposed a goal to eliminating absolute poverty by 2020 and making decisive progress in tackling poverty.

Liza Maza, Secretary-General of the National Anti-Poverty Commission of the Philippines, spoke highly of China’s achievements in poverty reduction. She believes that China’s success in poverty reduction is mainly due to the Chinese government’s determination coupled with comprehensive and effective policies.

Nicholas Rosellini, the United Nations Resident Coordinator in China, said in his speech that the cause of poverty alleviation in Asian countries, especially in China, has made extraordinary contributions to global poverty reduction.

The attendees agreed that although ASEAN countries have made great progress in poverty reduction, they still face formidable challenges. Maza said that through the poverty alleviation and development projects presented at the forum, “we have fully understood China’s poverty reduction initiative and China’s experience in poverty reduction was worth learning about.” There is a Chinese saying , “giving a person a fish to eat is not as good as teaching him how to fish.” Maza hopes that her country can learn from China’s experience in poverty alleviation and that exchanges and cooperation between the two countries will increase. “I hope China can teach us to fish,” she said.

The forum follows past initiatives between China and other Asian countries cooperating on the issue of poverty. In 2014, China proposed the Cooperation Initiative on Poverty Reduction in East Asia. In 2017, China set up a series of demonstration sites for poverty reduction cooperation in Laos, Cambodia and Myanmar. These demonstrations have provided references for promoting the international cooperation in poverty reduction.
