worth Tk 4,955cr

The government will not change the figure of the Annual Development Budget or the Annual Development Programme (ADP), but it will cut allocations worth Tk 4,955 crore from the project assistance portion.

According to the revised proposal, the ADP will come down by 3 per cent—from Tk 153,331 crore to Tk 148,381 crore—in the current fiscal year. The Planning Commission has finalised the proposal, which will be presented at the meeting of the National Economic Council (NEC) today for final approval, with the NEC chairperson and Prime Minister Sheikh Hasina in the chair.

According to the summary of the revised ADP, Tk 96,331 crore will come from the government exchequer and Tk 52,050 crore from project assistance. In the original ADP, the project assistance was proposed to be Tk 57,000 crore, and Tk 4,950 crore was supposed to be cut.

The commission will propose to allocate Tk 37,500 crore for the road transport sector, followed by Tk 22,380 crore for the power sector. Rural development and rural infrastructure will get the third largest allocation—Tk 16,722 crore.

The proposal said: “This allocation has been suggested in order to create

mobility and employment opportunities in the rural economy.”

For physical planning, water supply, and housing, the fourth highest amount of Tk 15,146 crore has been proposed. The fifth highest amount of Tk 14,186 crore has been proposed for the education sector.

The science, information and communication technology sector is supposed to get Tk 12,593 crore. The health, nutrition, population and family welfare sector has been proposed to get Tk 9,607 crore, and the agriculture sector, Tk 5,283 crore.

The revised ADP has proposed 1,511 projects. These include 311 newly approved projects. Of these, 283 are investment projects and 28 technical assistance projects. Six of the 13 projects which had been excluded from the 2017/18 ADP have been proposed to be re-added.

The NEC had included 36 projects to be implemented under the public-private partnership (PPP) model, but the proposed revised ADP has trimmed it down to 30 projects.

A cut of Tk 1,540 crore has been proposed in the allocation for autonomous bodies or corporations. So, from the original Tk 10,753-crore programme, the allocation has come down to Tk 9,213 crore.
