Comilla University runs sans VC, pro-VC

Twelve key posts, including the posts of vice-chancellor (VC), pro-VC, treasurer and examination controller, in Comilla University have been lying vacant for a long time. The post of VC has been lying vacant since December 2 last year, while the treasurer’s post has remained vacant from April 25.

Even though the admission for the 2017-2018 session has been completed in all other universities and first-year classes have already started in many of them, the admission for honours students for this session is yet to be held in this university.

In total, 54,809 students have applied for the honours first-year courses in Comilla University.  Owing to the absence of any administrative head, 500 teachers and employees of the varsity have not received their salaries last month. Moreover, final exams of various departments have also been suspended. Mujibur Rahman, the registrar of the varsity, has written twice to the University Grant Commission (UGC) and the education ministry, informing them about the current situation.

When contacted, Mujibur Rahman told The Independent: “Administrative activities of the university are being seriously disrupted. We can’t publish the results of various departments as there is no examination controller. Exams of different departments have been suspended. We couldn’t give the salaries of teachers and other employees as there has been no VC and pro-VC. The admission test for the current academic session remains suspended.”

“I’ll sit with the deans and heads of various departments, as they will conduct the exams for their respective departments. I’ve already informed the matter to the UGC and the education ministry. I’ve sent another letter to them, stating that all academic and administrative activities have been stalled and urged them to take immediate action,” he added.

As the final exams have been suspended, students will face a severe session jam, he noted.

As per the university rules, if the post of VC remains vacant, the pro-VC will take charge. If both the posts remain vacant, the treasurer will perform their duties.

But now, all three posts are lying vacant. The last VC was Prof. Md Ali Ashraf, who left on December 1 after his tenure ended and joined Chittagong University.

Besides the posts of VC, pro-VC, treasurer and examination controller, eight other key posts are lying vacant. There has been no librarian in the university since its inception. The posts of director of research, expansion, outdoor activities, finance and accounting and physical education, along with the those of chief engineer, chief medical officer and public relation officer are also lying vacant.

“The final exams of various departments have remained suspended. The admission test for the current academic session has been suspended. The government must appoint a VC as early as possible,” said Md Abu Taher, president of the Teachers’ Association of Comilla University.

“It’s a new university. We hope the government will appoint an honest and efficient VC, who is determined to curb corruption and remove all irregularities,” he added.

Taher also has expressed hope that the government would not appoint anyone involved in corruption.

Sources in education ministry said that a panel for the varsity's VC has been sent to the Prime Minister's Office (PMO), and it is waiting for the PM’s approval.

The Commila University Act was signed in 2006 and its academic activities began in 2007. More than one VC has faced allegations of corruption here. The last VC, Prof. Ali Ashraf, could not go to his office in the face of the teachers’ stir against corruption and irregularities since August 15 this year.
