ACC to probe graft in procurement

The Anti-Corruption Commission (ACC) yesterday decided to investigate the alleged graft in purchasing furniture, pillows and other household items for the Green City housing project under the Rooppur Nuclear Power Plant (RNPP) Project. A three-member body, headed by ACC deputy director Md Nasir Uddin, has been formed to investigate the matter. The other two members of the probe body are the commission's assistant director Atiqur Rahman and deputy assistant director Mohammad Shahjahan Miraz. ACC public relations officer (PRO) Pranab Kumar Bhattacharya yesterday confirmed the development. The anti-watchdog body took the decision after the housing and public works department suspended 16 officials due to their involvement in the Rooppur Power Plant pillow graft case.

On Tuesday, a housing and public works ministry report, signed by its deputy secretary Zillur Rahman, stated that 16 ministry officials have been suspended due to their involvement in the scam. The report was submitted before the High Court (HC) bench of Justice Tariq ul Hakim and Justice Md Shohrowardi through the attorney general’s office.

The HC bench is likely to hold a hearing on the report

next Sunday.

The suspended officials are: Md Shafiqul Islam, Md Abu Sayeed, Md Shahin Uddin, Md Jahidul Kabir, Md Rafiquzzaman, Suman Kumar Nandi, Md Fazle Haque, Md Rawshan Ali, Md Aminul Islam, Md Rubel Hussain, Md Tarek, Ahamed Sazzad Khan, Md Mostafa Kamal, Md Tahazzud Hossain, and AKM Zillur Rahman. According to the report,

departmental cases were also filed against 14 other officials over their involvement in the mishandling of bill payments.

On May 19, two probe committees were formed and instructed to submit a report stating the government’s action taken against the officials involved in the scam within October 20.

The report mentioned that contractors were supposed to charge nearly Tk. 113.62 crore to supply furniture and electronic gadgets on several floors of four 20-storey buildings built in the Green City housing project under the RNPP project. However, the furnishing articles and electronic gadgets supplied were worth around Tk 77.22 crore, around Tk 36.4 crore less than the estimated cost. It was also reported that a single pillow was bought for Tk. 5,957 and the cost to move that to the apartment was Tk. 760.

An electric stove reportedly cost Tk. 7,747 and the movers were paid Tk. 6,650 to move it upstairs from the ground floor. An electric kettle was bought for Tk. 5,313 and its moving cost was Tk. 2,945. An electric iron was bought at Tk. 4,154 and moved upstairs by spending Tk. 2,945.

The housing project started on July 19, 2016 and is supposed to be completed by 2022.
