ACC finds graft in 11 sectors of WASA projects

The Anti-Corruption Commission (ACC) has detected irregularities in 11 sectors in Dhaka WASA projects. These include extension of project tenures and expansion of their budgets. Besides, the ACC has found that the syndicate method and political identity were prioritised in selecting contractors. Also, offering bribes to get work orders became part of the system. The WASA management, including projects directors, and engineers concerned were involved in the corruption.

ACC commissioner Mozammel Haque Khan yesterday handed over a report on corruption in WASA to the minister for local government, Tajul Islam. The ACC report also recommended 12 measures to curb corruption in WASA. The ACC commissioner told reporters that the water supplied by WASA was still undrinkable.

According to Khan, the costs of different WASA projects increased due to wastage of time. The contractors were given more money than they worked for, but the quality of WASA work was not up to the mark, he said.

“WASA would have got good results if it released money considering the standard of the works. It’s obvious that the WASA is involved in corruption,” the ACC commissioner added.

The report was prepared by an ACC institutional team, led by a director, to assess the existing laws, operational systems and aspects of spending public money and their wastage.

Earlier, the watchdog had deposited similar reports to 13 institutions and agencies, including the health and education ministries as well as the Civil Aviation Authority.

In its report, the ACC identified many cases where the WASA could not get the work done in line with the designs and specifications.

Thye report cited the project to reduce dependency on underground water in Mirpur. It said the project cost had increased from Tk. 521 crore to Tk. 573 crore.

The ACC recommended the setting up of a monitoring team of experienced engineers from different departments to check corruption and irregularities in the implementation of WASA projects.

The commission also advised that the authorities concerned should ensure the necessity of a project before preparing the project profile. They should also check about the possible extension of the project tenure and enhancement of costs. Porject implementation without any from political influence should also be ensured.

The ACC suggested proper evaluation of the project works and their qualitative standards before making payments to the contractors.
