Three projects dropped from Indian LoC list

The government will not implement three projects involving over USD 360 million under the Indian Line of Credit (LoC) and instead use its own funds to execute them, according to sources at the Prime Minister’s Office.

The three projects are: establishment of four medical college and hospitals and one national institute of burn and plastic surgery (USD 320 million); expansion of cancer treatment facilities in Bangladesh (not estimated); and Rangamati Medical College and Hospital (USD 40 million).

The decision was taken at a review meeting on sub-regional cooperation held at the Prime Minister's Office (PMO) in the last week of January.

Officials of the health ministry and Economic Relations Division (ERD) did not disclose the reasons behind dropping the projects from the Indian LoC list.

However, a senior official, who was in the meeting, told The Independent that the government was compelled to drop the projects from the Indian LoC as China and India both are interested to fund them.

In that meeting, the health and family welfare ministry said they are not willing to use 2nd LoC money in this project.

ERD officials said that though the allocated Indian line of credit will not be used for these projects, the fund will be utilised to implement other projects.

Earlier, the Prime Minister laid the foundation stone of the Sheikh Hasina National Institute of Burn and Plastic Surgery at Chankhar Pool. The institute will be the largest of its kind, not only in South Asia, but also in the world.

One of its main aims will be to produce burn specialists and plastic surgeons of international standards. Another of its objective will be to train nurses, paramedics and physiotherapists.

As there is lack of cancer treatment facilities in Bangladesh, the government decided to implement “Expansion of cancer treatment facilities in Bangladesh” project with financial support Indian LoC. But later the government decided to implement the project with its own fund.

On the other hand Rangamati Medical College hospital was scheduled to implement under Indian LoC-II. Even project proposal has been sent to the Indian Authority, sources at ERD said.

However, the sources said the government dropped the projects from the list of LoC-II before concurring with the Exim Bank of India.
