BTRC to audit Banglalink, Airtel early next year

Bangladesh Telecommunication Regulatory Commission (BTRC) will carry out information system audit of mobile phone operators Banglalink and Airtel early next year.

The commission took the decision at its 208th meeting held in last week of October.

Airtel was merged with Robi in November, 2016. After the merger, Airtel became the second largest telecom operator while Banglalink is the 3rd largest mobile phone operator in the country.

According to the commission, Airtel will be audited since its inception to its merger with Robi. Also, Banglalink will also be audited since its inception.

The audit firms appointed by the BTRC have almost completed the auditing of Grameenphone and Robi. Audits of Grameenphone and Robi Axiata are going on for more than a year.

BTRC Chairman Shahjahan Mahmood said the audit will be conducted as per the provisions of the telecom act 2001.

In 2011, the BTRC had started to audit Grameenphone and Banglalink.

Citing its inability, Ahmed Zaker & Co, which was assigned to audit Banglalink accounts, failed to complete the task. However, Fazal & Co completed the audit of Grameenphone in the same year. Following the audit, the BTRC on October 3, 2011, sent a letter to the mobile phone operator, demanding Tk 3,034 crore.  The operator, however, questioned the audit firm’s qualification for the task and refused to pay up. Later, it took the matter to the High Court (HC) and challenged the auditor appointing process. The case is still remaining pending before the court.

For the second time on October 6, 2015, the BTRC appointed Toha Khan Zaman & Co, Chartered Accountants, for auditing the financial operation of Grameenphone.  After a sticky situation between BTRC and GP, Toha Khan Zaman started auditing Grameenphone in 2016 and the process is still going on.

BTRC secretary Sarwar Alam said the appointed audit firm is auditing Grameenphone and Robi for the 1996–2014 period.
