HC dissatisfied over probe report

A High Court bench yesterday expressed dissatisfaction over a probe report on the negligence of hospital authorities that forced a woman to give birth in the open place causing the death of the newborn near the Azimpur Shishu Matri Sadan Hospital. The HC bench comprising Quazi Reza-Ul Hoque and Mohammad Ullah also expressed doubt over the accuracy of the probe report, which was submitted before the bench by the deputy attorney general Taposh Kumar Biswash as per its earlier directive.

According to media reports, the woman, Parvin, was first taken to the Dhaka Medical College Hospital by one of her relatives named Sohel. He then took her to Sir Salimullah Medical College Hospital and to Azimpur Shishu Matri Sadan for delivery of her child.However, the HC bench fixed November 27 for next hearing on the case. In a suo moto move, following media report the same bench of the HC had on October 19 ordered an investigation into the “sorrowful incident” of a woman forced to give birth in the open that resulted in the death of the newborn at Azimpur Shishu Matri Sadan and the negligence of the hospital authorities.

But Sohel could not admit her to any of these hospitals due to lack of money. Consequently, Parvin gave birth in the open, leading to the death of the newborn.

The HC bench said the incident was an example of how the poor people in the country were being neglected in terms of health treatment. “Parvin, the mother of the dead newborn, was not provided treatment as she reportedly could not pay TK. 1,500. This is very regrettable,” it added.

The HC bench asked the director of Sir Salimullah Medical College and Hospital and the superintendent of Azimpur Shishu Matri Sadan to carry out the probe and submit the report to the bench within 15 days.

It also issued a rule asking the authorities concerned to explain why the failure of the doctor to give treatment to the expecting mother should not be declared illegal.

It asked the authorities to explain why they should not be directed to take appropriate action against the persons who were responsible for the incident and to compensate the mother.

The health secretary, social welfare secretary, women and children affairs secretary, director general of department of health services, directors of DMCH and Salimullah Medical College Hospital, superintendent of Azimpur Shishu Matri Sadan and one Dr Nilufer, deputy commissioner and superintendent of police of Dhaka, and officer-in-charge of Lalbagh police station were made respondents to the rule.
