BTRC mulls mobile virtual network operator

Bangladesh Telecommunication Regulatory Commission (BTRC) is mulling over allowing mobile virtual network operator (MVNO) in the country for offering mobile telephony service under new license for customer's benefit.

The MVNO would offer the service like the resells of wireless communication services utilizing the existing infrastructure of mobile network operator (MNO), said officials.

Talking to BSS, BTRC Chairman Dr Shahjahan Mahmood today said they are conducting a feasibility study regarding the potentiality of the MNVO in the country. 

"If we find that the MVNO would bring benefits for the people, we must go for it through formulating a guideline," said Dr Mahmood referring to such operators in different countries across the globe.

Officials said the BTRC has taken the move following the directive of Prime Minister's ICT Adviser Sajeeb Wazed Joy in a recent meeting at the post and telecommunication division for introducing the MVNO service in Bangladesh.

A MVNO is a mobile communications service provider that uses the hardware of MNO's wireless network infrastructure to provide services to the end-users by using its own software and business model. 

An MVNO enters into a business agreement with an MNO to obtain bulk access to network services at wholesale rates and then sets retail prices independently. The MVNO may use its own customer service, billing support systems, marketing and sales personnel.

MVNO started activities with the MNO in the 1990s when the European telecom market saw market liberalization, new regulatory frameworks, better 2G network technology and a subsequent jump in wireless subscriber numbers. 

The global MVNO market is expected to reach a valuation of US$ 75.2 billion by 2023, according to a market study.

Top players that operate in the global MVNO market are AT&T Inc, Sprint Corporation, Verizon Communication Inc, Telefonica S.A., Truphone Ltd, Lycamobile Group, T-Mobile AG, CITIC Telecom International Holdings Ltd, TracFone Wireless Inc and Virgin Mobile.bss.
