‘10 doctors against 141 posts in jails’

Jails across the country are overflowing with prisoners, but the authorities concerned are unable to ensure proper treatment for inmates due to lack of doctors. Against the sanctioned posts of 141 doctors, there are only 10 doctors working for the 68 prisons in the country, the inspector general (IG) of prisons said in a report submitted to the High Court (HC).

It said the government had appointed 20 doctors on deputation for jails on January 28, 2018, but only four of them joined duty. The other 16 were yet to join. The report also said that till August 27, there were a total of 86,998 inmates lodged in jails across the country against the accommodation capacity of 40,668 prisoners.

IG (Prison) Brig Gen AKM Mostafa Kamal Pasha submitted the report in the court through deputy attorney general Abdullah Al Mahmud Bashar. The report followed a writ petition filed by Supreme Court lawyer advocate Md JR Khan Robin on February 19, seeking necessary order for the recruitment of doctors.

After receiving the report, the HC bench of Justices FRM Nazmul Ahsan and KM Kamrul Kader asked the deputy AG to inform it by November 11 (Monday) as to why the 16 doctors out of 20 didn’t join their duty.  The bench will again hear the matter on November 11 and pass an order on the petition. Barrister KM Mahbubuddin Khokon and advocate Shammi Akter appeared for the writ petitioner.
