The appointments of ambassadors and high commissioners from outside the Foreign Service Cadre appear to be on the rise in the recent past, much to the disappointment of the serving diplomats. This practice is frustrating as well as demoralising for the diplomats, whose ultimate goal is to become ambassadors or high commissioners, a good number of officials of the Foreign Ministry have told The Independent.
