Russian firm to supply fuel at $550/kg

The cabinet committee on purchase yesterday approved a proposal to procure uranium as nuclear fuel for the Rooppur Nuclear Power Plant (RNPP) at a cost of $550 per kilogram. The approval was given at a meeting of the committee with Agriculture Minister Abdur Razzak in the chair yesterday.

TVEL Joint Stock Company, a Russian nuclear fuel cycle company based in Moscow, will supply the fuel to the country’s only nuclear power plant during its life time, according to the proposal. According to the Inter Governmental Agreement (IGA), signed between the governments of Bangladesh and Russia, nuclear fuel would be procured from the Russian company, the proposal added.

“The required nuclear fuel would be purchased under a government-to-government (G to G) deal from the single source of the TVEL Joint Stock Company,” according to the proposal. “The government would review the deal every four years six months. After every four years six months, the price of the nuclear fuel would be increased 3.5 per cent,” the proposal added.

On January 31, Bangladesh had signed a ‘nuclear fuel support contract deal’ with Russia to ensure fuel supply for the RNPP for the entire lifetime of the power plant. The Bangladesh Atomic Energy Commission member Imtiaz Kamal and Russian Rusatom Overseas vice president Nikita Mezin signed the agreement on behalf of their respective organisations.

The State Atomic Energy Corporation of Russia (Rosatom) is building the country’s first nuclear power plant having two units of international standard with a combined installed capacity of 2,400 MW in Rooppur, Pabna.

As per the agreement, the first 1,200MW unit of the nuclear power plant would be completed by June 2023 and the second unit by April 2024. The plant will use two generation 3+ VVER-1200 reactors.         

Bangladesh and Russia had signed a memorandum of understanding (MoU) on May 13, and a framework agreement on May 21, 2009. The cabinet approved the nuclear power plant cooperation agreement on August 1, 2011, while it approved the security and legal framework development cooperation agreement on October 31, 2011.
