MNP service fee reset to Tk 50 before its launch

The government has reset the mobile number portability (MNP) service fee even before its launch. The posts and telecommunications department has set the new  fee at Tk. 50. Instead of the previously set charge of Tk. 30, which was decided by the Bangladesh Telecommunication Regulatory Communication (BTRC) last July, all customers now have to cough up Tk. 50 for obtaining this service.

However, per port transaction charge has been reduced to Tk. 100 from Tk. 150. When a subscriber changes his/her mobile operator, the recipient operator (operator who receives the customer) will have to pay a fee of Tk. 100 for the transfer of the operator number from the donor number (operator who loses the customer).

The operators, however, said the floor fee of Tk. 100 was rather high for the recipient operator.

The minister for posts, telecommunications and information technology, Mustafa Jabbar, confirmed that the MNP service fee had been reset. He said the government was taking all the necessary steps to launch the MNP service from October 1.

Infozillion BD Teletech is fully ready to launch the service, Infozillion BD CEO Mohammad Zulfikar told The Independent.

Mabroor Hossain, managing director of Infozillion BD Teletech, told The Independent that they were fully prepared to launch the service.

When a subscriber changes his/her mobile operator, he/she will have to take a SIM card from the new operator. It will be possible to change the operator within five minutes, explained Mohammad Zulfikar.

The new number will get activated within 72 hours, he said.

BTRC chairman Md Jahurul Haque said that they were optimistic about launching the MNP service within the stipulated time. “The division concerned is working to introduce the MNP operation in time,” he added.

Earlier, Sajeeb Wazed Joy, the ICT adviser to Prime Minister Sheikh Hasina, had directed the ministry concerned to complete all preparations within July 31 to prevent any delay. Infozillion BD Teletech Consortium Ltd received the licence to launch the MNP service.

In February, the Association of Mobile Telecom Operators of Bangladesh (AMTOB) sought two months to adopt to the technology for the service. The BTRC, however, did not grant the AMTOB’s request. Later, it was alleged that mobile phone operators were trying to prevent the launch of the MNP service.

Following this, the AMTOB issued a circular: “As a customer-centric industry, mobile network operators (MNOs) are very keen to facilitate their customers in choosing the operator of their choice by availing the MNP service. Just like many other countries of the world, we strongly believe our customers deserve to enjoy this freedom.”

   More than 72 countries currently have the MNP service and this had increased competition among the telecom operators in terms of service quality, said BTRC

officials.

     Mobile phone subscribers will have the privilege to switch to other operators while retaining their existing phone numbers after the service is launched.
