Bill placed proposing expanded jurisdiction for Barind Authority

‘The Barind Multipurpose Development Authority (BMDA) Bill, 2018’ was placed in the parliament aimed at expanding Barind area’s territory and giving it a legal structure, reports UNB. Agriculture Minister Matia Chowdhury placed the Bill and it was sent to the respective parliamentary standing committee for further examination. The committee was asked to submit its scrutiny report within 15 days.

According to the proposed law entire Rajshahi and Rangpur divisions will come under the BMDA instead of only greater Rajshahi’s four districts- Rajshahi, Bogura, Rangpur and Dinajpur districts.

There will be an advisory council headed by the agriculture minister which will be responsible for drafting policy.

Other members of the council will be appointed from 18 different categories including local parliament members, secretaries of the ministries of Finance, Agriculture, Environment, Power and Energy and Water Resources and the BMDA chairman, the BADC chairman, and divisional commissioners of Rajshahi and Rangpur divisions.

There will also be an 11-member board of directors with chairman of the authority as its chairman and the board will accomplish its day-to-day works.

The BMDA has so far been running by a resolution as there was no law in this regard.

After framing the law, the authority would come up with a legal framework. It would be considered as a statutory body under the law.

The BMDA is expanded considering expansion of works of the authority. The BMDA has been clearly defined in the draft law which was absent in the existing resolution.

Like other authorities, BMDA would execute normal responsibilities like giving policy guidelines, raising funds after taking approval of the government.

Besides, it will also maintain accounts of annual income and expenses, submit annual financial report to the government within three months after the end of a financial year.

The advisory council will sit in meeting at least once in every year while the board will sit at least once in every three months.
