NEC reduces Tk 4,950 in RADP outlay

The National Economic Council (NEC) yesterday approved an overall Revised Annual Development Programme (RADP) outlay of Tk. 157,594.39 crore for the current fiscal year (FY 2017–18), down from the original ADP of Tk 164,084 crore.

The approval came at an NEC meeting held at the NEC conference room at Shere-Bangla Nagar in the city. Prime Minister Sheikh Hasina, who is also the NEC chairperson, was in the chair.

Briefing reporters, planning minister SHM Mustafa Kamal said that the NEC approved the proposal of the RADP by keeping unchanged the government allocation for the development budget.

But the allocation for

project assistance had been brought down to Tk. 52,050

crore from the original allocation of Tk 57,000 crore, the minister added.

About the implementation of the ADP, Kamal said the line ministries could implement 38.05 per cent of the programme with Tk. 62372 crore during July to February in the current fiscal year. The implementation rate was 36.91 per cent with Tk. 45,532 crore in the last fiscal year.   

The planning minister was optimistic about achieving the GDP growth target by spending the RADP allocation smoothly, as the overall situation is favour-able for economic activities.

Regarding the Prime Minister’s direction, Kamal said she asked them to appoint necessary project directors for every project to avoid any kind of disruption in implementation of the projects.

He also said they reduced the allocation of project assistance as they would not be able to implement the total allocation due to technical problems.

About implementation of the ADP, the minister said the performance of the line ministries was good in this regard compared to the earlier period.

Prime Minister Sheikh Hasina also directed them to expedite their monitoring and to inform the people about the projects, he added.

According to the planning minister, for the implementation of the RADP, Tk. 96,331 crore will come from the government exchequer and Tk. 52,050 crore from project assistance. In the original ADP, the project assistance was proposed to be Tk. 57,000 crore and Tk. 4,950 crore has been cut down.

The NEC allocated Tk. 9,217 crore for the autonomous bodies of the country and it will be funded by the organisation itself.

The road transport sector has been allocated Tk. 37,500 crore, followed by the power sector with Tk. 22,380 crore, while rural development and rural infrastructure gets the third largest allocation—Tk. 16,722 crore.

For physical planning, water supply and housing, the fourth highest amount of Tk. 15,146 crore has been allocated. The fifth highest amount of Tk. 14,186 crore has been allocated for the education sector.

The science, information and communication technology sector got Tk. 12,593 crore. The health, nutrition, population and family welfare sector got Tk. 9,607 crore and the agriculture sector Tk. 5,283 crore.

The NEC has approved a total of 1,658 projects against the allocation. These include 311 newly approved projects. Of these, 283 are investment projects and 28 technical assistance projects.

Six of the 13 projects which had been excluded from the 2017/18 ADP have been proposed to be re-added.

The NEC had included 36 projects to be implemented under the public-private partnership (PPP) model, but the proposed revised ADP has trimmed it down to 30 projects.
